Rules Governing the Inner City Pool & AmuseMeGames.com League
Please note: Changes have been made to this document as of September 26, 2005.
Please read this document as it directly affects you as a pool player!

NOTE:The Inner City Pool League & AmuseMeGames.com Leagues are governed by the sanctioning bodies of the organizations whose rules they follow (e.g. ISPA, VNEA).

THESE RULES HAVE BEEN REVISED AS OF AUGUST 28TH, 2007

The Inner City Pool League & AmuseMeGames.com League will have a committee (comprised mostly of active pool players in the league) who are charged with the following duties:

a. Understanding, presenting in an articulate manner and modification (if necessary) of rules regarding the leagues presented by the Inner City Pool League & AmuseMeGames.com.

b. Fair and efficient scheduling of all matches.

c. Timely delivery of league envelopes.

d. Timely and accurate delivery of standings.

e. Timely updating of web site (including stats, schedules and captain's lists) which is located at www.AmuseMeGames.com.

f. Handle all disputes regarding rules, course of play or player actions.

g. Answer all questions regarding the league.

h. All phone calls may be referred to the League Administrator, Randy Fisher at 210-9213.

TABLE FEES

Both teams with the exception of tables priced at 50 cents will pay for cost of play equally. On tables priced at 75 cents, the person who breaks will pay the 50 cents while opposing player pays the difference.

LEAGUE FEES

a. Sponsor fees are $40.00 per team for the session; fees must be paid at the end of the fourth week of league.

b. Player fees are $5.00 per match and must be paid on the night of play.

PLAYER PAYOUTS

a. All wins in Inner City Pool League & AmuseMeGames.com league will be paid at $5.00 per win.

b. The number of teams per league night will determine tournament payouts for the Inner City Pool League & AmuseMeGames.com Leagues.

GENERAL INFORMATION AND PROTEST PROCEDURES

a. League nights are as follows: Monday night is Singles, Tuesday night is Men's League and Wednesday night is Mixed League.

b. Home team captain for the Men's, Singles and Mixed Leagues will collect $36.00 from each team, for a total of $72.00, to be put into the league envelope to be sent in. The Home team is responsible for any shortages in the league envelope.

c. All envelopes must have completed score sheets and the proper amount of money. Failure to do so will result in a loss of one win. If the League for any reason does not receive an envelope with the score and league fees enclosed, the home team will lose all games for that night and will still owe the League the league fees for both teams.

d. All League envelopes shall be dropped off at AmuseMeGames at 3017 Center Point Rd. by 1 pm on Thursday.

e. Every League has its rules and we do as well. Please read the rules and play by them, no not nit pick them. Also, do not except an interpretation from any person other than the League Administrator. For any rulings on league nights call the League Administrator, Randy Fisher at 210-9213. All scores will be provided to the locations on Friday and are available online at www.Amusemegames.com the day after league play.

f. In this league feel free to talk to anyone as long as it does not interfere with the flow of the match or the players who are shooting.

g. The home team will allow the visiting team time to practice on the table on which the match is to be played.

h. Only the team captain has the authority to protest a ruling. The protest shall be made in writing on the form enclosed in the league folder (please print legibly) and provided to the League within 48 hours after the match.

i. To eliminate a lot of needless protests and disagreements, when a problem arises contact the League Administrator, Randy Fisher at 210-9213.

j. Any team that forfeits two weeks in a row may be expelled from the League. The committee will make this determination. If a team is expelled, all wins and league fees will be forfeited to the League.

k. Any team that voluntarily quits the League will forfeit all wins and money to the League.

SPORTMANSHIP

a. The team captain, home team sponsor or employee of the location must deal with an unruly individual, player or non-player, immediately. Please handle this in a friendly, but firm manner.

b. To ensure good sportsmanship, a team or individual may be expelled for unbecoming conduct, poor sportsmanship or any other good reason considered to be detrimental to the Inner City Pool League & AmuseMeGames.com League.

c. Any parties so expelled may request a hearing by the Inner City Pool League & AmuseMeGames.com League Committee. Whatever findings are rendered in said meeting will be considered final and no additional recourses will be available to said individual.

COACHING (EXCEPTION MONDAY NIGHT WITHOUT COACHING)

a. Once a coach is designated, the coach will be the same person for the course of the entire night. Also, the coach must be a member of that team.

b. Only the two players shooting may discuss a shot. Time limit to discuss a shot will be one minute.

c. Each team may call one time out per match. A time out must be called by either the two players involved in the game or the coach for the team. During the time out, the coach may join the two players to discuss the shot. Limit the time out to two minutes.

d. If a player or coach calls a time out, no foul may be called ? it is too late.

BYES AND FORFEITS

1.) 6 wins will be granted for any team receiving a bye in the Tuesday Men's League and Wednesday Mixed League. 9 wins will be granted for any team receiving a bye in the Monday Singles League.

2.) 6 wins will be granted for any team receiving a forfeit in the Tuesday Men's League and Wednesday Mixed League. 9 wins will be granted for any team receiving a forfeit in the Monday Singles League.

3.) For the Tuesday Men's and Wednesday Mixed Leagues, the team captain of the team receiving the bye of forfeit must send in the score sheet and $36.00 in the league envelope noting whether it is a bye or forfeit on the envelope. If a team forfeits and remains in the league, they owe the league $36.00 for the forfeit for league fees. For the Monday Singles Leagues, the team captain of the receiving the or forfeit must sen the score sheet with $24.00 in the league envelope noting whether it is a bye or forfeit on the envelope. If a team forfeits and stays in the league, they owe the league $24.00 for the forfeit for league fees.

d. No wins will be given to any team unless the league receives the score sheet and the fees.

NAME OF THE GAME

We will be playing call pocket pool: all shots will be called or indicated in a manner in which there is no doubt as to the intended ball and pocket of the shot. Only the ball and pocket have to be indicated. Kiss offs and banks do not have to be called.

LEGAL PLAYERS

a. To play on a team in the Inner City Pool League & AmuseMeGames.com League the player must be at least 21 years of age and be on the team roster. Failure to comply with this rule will result in the team losing all games in which the ineligible player was involved.

b. A team roster must be turned into the League by the fourth week of play. Failure to do so may result in your team losing games. It is very important that a team keeps their roster current, only the players on the roster are eligible to play.

c. A legal Men's is six regular players and two subs. A legal Mixed team is six regular players (three men and three women) and 4 subs (two men and two women).

d. Subs: if a sponsor hosts more than two teams per league each of them have subs. Example: if team 1 needs a sub and their listed subs cannot play, they may need a sub from the other teams. This can only be done with subs, not regular players. Please contact the League Administrator, Randy Fisher at 210-9213 on this rule.

e. After the fourth week, a new player must be added to your roster at least one week before he or she plays. Call the League Administrator, Randy Fisher at 210-9213 with any roster changes.

f. No new players may be added to a team after the tenth week of play without League approval.

g. Sponsors are allowed to sub on any team they sponsor.

h. No sponsor will be allowed to sub for a player of the opposite sex in any position or play off match.

i. Only one sponsor from any location is allowed to sub on any team on any night.

j. If a team is scheduled to play at a location that a team member is barred from, a sub will have to be used for that match.

LINE UPS AND STARTING TIMES

a. The line up of your players will be placed on the score sheet by the team captain or the acting captain.

b. Starting time is 7:00PM. Forfeit time is 7:30PM. REAL TIME

c. At 7:30PM REAL TIME if a team is a no show, it is a forfeit. If there are two members of the opposing team present the match can begin. If no more players show up by the end of the first game it is a forfeit no matter what the outcome of the game is. A team needs 4 players to play.

BREAK AND START OF THE GAME

a. The cost of the games will be paid for equally by both teams (except in the case of 75 cent tables where the person who breaks will pay 50 cents and the opposing person pays the difference).

b. On Mondays the away team will break the first four games then alternating sets of four. On Tuesday and Wednesday the away team will break the first game then alternating breaks afterwards.

c. The balls will be racked reasonably tight and the 8 ball will be in the middle of the rack. All other balls will be reasonably mixed witht the back corners must be opposite solid and stripes.

d. When breaking, the cue ball will be placed completely in the kitchen: not half in, half out. When breaking, the person breaking hits the racked balls with the cue ball, driving two or more balls into a cushion or pocketing one or more numbered balls. The game is considered started.

e. If a player who has the break twice fails to hit the racked balls in the proper manner, the opponents will break.

f. If the player breaking pockets a stripe or solid only, that group of balls is theirs.

g. If one or more balls of each group (stripes or solids) are made on the break, the breaker must shoot again and make a ball to determine his or her group of balls.

h. Making the 8 ball on the break is not a win. Balls will be re-racked and re-broken. (Sponsor will pay for the game).

i. Making the 8 ball and scratching on the break is not a loss. Balls will be re-racked and re-broken. (Sponsor will pay for the game).

j. If the player breaking does not make any balls, the opposing team will shoot having an open table. \

i. If the player breaking puts the cue ball off the table or in a pocket this will result in ball in hand shooting in the kitchen for opponent with an open table.

OPEN TABLE

a. The table is considered open until a player makes a numbered ball legally.

b. No mixed combinations on an open table.

c. The 8 ball is never neutral.

PLAY

a. All balls pocketed, legal or not, remain pocketed.

b. When a player has made all of the balls in his or her group, he or she then shoots the 8 ball. The 8 ball must be called, but if the 8 ball goes in any other pocket than the one called, the player loses the game.

c. If the cue ball goes in a pocket or off the table, this is a ball in hand providing the 8 ball does not go in hte pocket at the same time.

d. If the cue ball leaves the table, it is a ball in hand foul, except on the break. Any numbered ball which leaves the table will be spotted and result in a ball in hand foul. If the eight ball leaves the table, it will not be spotted but rather, a loss for the player.

e. When the cue ball or numbered ball is shot off the table and a player picks up the ball or balls they must hand the ball or balls to the player who has just shot, only that player is allowed to place them on the table. If any other person places the ball or balls on the table it will be a ball in hand foul.

f. A jump shot will be a ball in hand foul. JUMP SHOT IS DEFINED AS ? any time a player makes the cue ball go over a ball or balls to make a ball.

g. If a player moves any numbered balls at anytime by other than legal play, the ball moved will be put back to it's original spot (or as close as possible) and the same player will continue to shoot. But if a player shoots and makes a legal shot, then moves a ball after the shot, it is a ball in hand foul for the opponents.

h. If any team of players shoots out of turn, this will be a loss of the game. Any player shooting out of turn will also be a loss of game.

LEGAL SHOTS

a. The player shooting must hit one of his or hers balls first, then either pocket their ball or cause any ball or the cue ball to contact a rail.

b. If a player hits the rail first with the cue ball to hit one of his or hers balls, they must pocket their ball or contact a rail with any ball after contacting their object ball

c. One foot must remain on the floor when shooting, if this foul occurs it is a loss of turn.

FROZEN BALL

When a ball is frozen on a cushion, the opposing shooter must call a frozen ball before the player shoots. If the player shooting shoots the frozen ball, he or she must hit the frozen ball then either make the ball in the pocket called or cause the ball or the cue ball to contact another rail (failure to do so will be a ball in hand foul).

FOUL OR CUE BALL IN HAND FOUL (ANYWHERE ON THE TABLE)

a. Failure to make a legal shot as defined in LEGAL SHOTS heading.

b. Anytime the cue ball goes into a pocket or off the table, except on the break. One the break, the cue ball must be placed totally in the kitchen.

c. Moving the cue ball by any means other than legal play.

d. Stopping or touching the cue ball before it stops moving. If this foul happens, it's a ball in hand foul.

e. When shooting the 8 ball, no ball may be stopped or moved in any manner by players or it will be a loss of game. When the 8 ball is made, wait until all balls have finished moving.

WHEN A FOUL OCCURS

a. Only the players shooting may call a foul.

b. When a foul is called, the player must stop shooting.

c. If a player refuses to yield once a foul has been called, it will be a loss of game for his or her team.

d. On a ball in hand foul, only the player shooting may handle the cue ball.

e. When placing the cue ball on a ball in hand foul, the player shooting may move the cue ball in any way, as long as the tip of the cue does not move the cue ball other than shooting.
